1921The Canadian Red Ensign was changed by an Order-in-Council. The composite shield was replaced by the shield from the Canadian Coat of Arms.

1945An Order-in-Council was passed authorizing use of the Canadian Red Ensign on federal buildings within Canada until a new national flag was adopted.

1964George Stanley, dean of Arts at the Royal Military College of Canada, sent a letter to MP John Matheson warning that any flag representing Canada "must avoid the use of national or racial symbols that are of a divisive nature" — such as the fleur-de-lys and the Union Jack. The letter also contained a rough sketch for what would become the Flag of Canada.
